The Sorting Hat knows best, to be honest. It sees into your mind, heart and soul. In Hermione’s case, her mind was all Ravenclaw, but it was her heart and soul that was Gryffindor and that’s what tipped the scales. I’m sure if she’d requested Ravenclaw, the Hat probably would have Sorted her into it, since it does take personal choice into consideration—-when there’s a REASON to. 

Like with Harry. Harry was equal parts Gryffindor and Slytherin (or maybe the Hat was just seeing the Horcrux), so when Harry said “Not Slytherin”, the Hat asked him if he was sure, and then allowed him the choice and Sorted him into Gryffindor.

In Neville’s case, the Hat seems to have never thought of Hufflepuff at all and saw ONLY Gryffindor in him from the start—and Neville’s argument with the Hat sort of proves the point. How many eleven-year-olds would have enough bravery to argue with a hat for nearly five minutes in front of a whole massive room full of strangers who are all looking at you expectantly while you’re being judged?

Only someone with a lot of damned nerve, that’s who.

Neville’s problem was that he just didn’t see himself clearly at all. Thankfully the Sorting Hat did.
